submission to OMB under GPEA is consistent with the information
provided with this collection. In the GPEA submission, the agency
states that respondents to this collection are citizens when it
appears that foreign missions complete the form. The GPEA
submission also states that this collection will have an electronic
option by 10/1/2003, but the ICR states that no electronic options
are possible. The agency must bring these two submission into
agreement and provide a stronger justification for not providing an
electronic option.

To extend privileges and immunities,
under the Vienna Convention on Diplomatic Relations, 1961 and the
Vienna Convention on Consular Relations, 1963. The Department of
State must obtain information from foreign government
representatives concerning the termination of assignment of
diplomatic and career and honorary consular officers, foreign
government employees and their dependents in the United
States.
