OMB would like
to review agency responses to public comment on the information
collection requirements of the rule before taking final action on
the request. OMB received two comments. These comments allege that
the time and cost requirements of complying with the requirements
of the NPRM are potentially very burdensome -- both on the affected
industry and upon those with whom it does business. The complaints
apply to the new forms as well as new mandatort participation in a
dispute resolution system. Commentors also note that they did not
have adequate information to support the Commission's burden
estimates, that they have requested the information and will be
making additional comments before the January 8 close of the
comment period on the NPRM.

Sections 2 and 3 of Public Law 89-777
(46 USC app 817 (d) and (e) require owners and charterers of
passenger vessels with 50 or more passenger berths to establish
their financial responsibility to meet liability for
nonperformance, death, or injury. The information is used to ensure
evidence of this financial responsibility.
