In accordance
with 5 CFR 1320, the information collection is approved for a three
years. However, the agency must submit to OMB a schedule for the
implementation of the computerized registration and licensing
process before October 2003. In addition, prior to the next
submission the agency should re-examine its regulatory requirements
in 7 CFR 2.75 that specify forms for recordkeeping and result in a
virtual prohibition on electronic forms of recordkeepting unless a
variance is requested.

We are amending the Animal Welfare
regulations to reflect our policy of regulating wholesale dealers
of dogs intended for hunting, breeding, or security purposes. We
currently regulate these dealers under the same regulations in
place for wholesale dealers of other dogs. This action would make
the regulations consistent with our policy and would, therefore,
clarify licensing and inspection requirements for affected dealers
of dogs intended for hunting, breeding, or security
purposes.
