Approved with changes detailed in memos dated 1/9 and 1/16, including the burden change associated with the re-interview of 150 faculty. ONLY the field test is approved at this point. OMB will waive the required Federal Register notices for the submission of the full scale study, but ED is required to submit the full package for formal OMB review under the PRA procedures. This submission should include a report of the results from the field test (in lieu of a report, NCES can also conduct a briefing about the results). In addition, the following terms of clearance apply to the field test: (1) NCES has acknowledged the limitations of the examination of changes in survey questions between the current and previous administrations of the survey; any discussion of these analyses must also acknowledge these limitations. (2) The levels of incentive payments have been revised from the original submission. Web incentives will be $0, $20 for the low- incentive condition, and $30 for the high-incentive condition. Refusal-conversion incentives will be $0 and $30. (3) The design of the incentive experiment has changed as a result of the conference call on 1/16. The web incentives will continue to be offered up-front at the no, low, and high levels for the initial 3-week web-based administration. For those sampled respondents who do not respond to the initial web-based survey, ED will dilligently attempt to obtain interviews via CATI with no incentive offered. After these procedures have been exhausted, remaining cases will be randomly assigned to refusal conversion control or incentive condition. (4) The refusal conversion experiment is intended methodological research purposes. OMB approval of this experiment at the field-test stage should not be considered precedent for approval of refusal conversion incentives for this study at the full-scale stage, or for any other surveys.

The fourth cycle of the NSOPF is being conducted in response to a continuing need for data on faculty and instructional staff at U.S. postsecondary education institutions. Information about these key staff at postsecondary institutions is critical to understanding and explaining the quality of education and research in these instiutions. This study will expand the information about faculty and instructional staff in two ways: allowing comparisons to be made over time and examining critical issues surrounding faculty that have developed since the first three studies.
