Approved for one year, during which time discussions will continue between OMB and HUD about the future use of these data and the possible need for revisions in the methodology. In particular, if these data are going to be used for SEMAP (or if the data are going to be used to otherwise evaluate all PHAs), HUD should consider the effect of undersampling some previously hi-performing PHAs on HUDs ability to provide reliable estimates of the performance of those PHAs in future years. HUD should also consider the effect of changing the sampling frame on their ability to compare national data from year to year. Under the current clearance, HUD has noted that they will not report data to PHAs if fewer than 10 units within the PHA have responded, and will not report data to the public about PHAs unless at least 20 units have responded (or unless, in the case of very small PHAs where a census of units was included in the sample, at least 50% of those units responded and at least 10 units in total responded). For all PHAs, HUD will sample at least 112 units or will contact a census of units for PHAs with less than 112 units.

This survey provides HUD feedback to help local housing agencies improve their Section 8 programs. Additionally, it provides HUD's policy, program, and budget managers with improved measures for tracking national housing conditions over time.
