The EPA is regulating emissions of
hazardous air pollutants from municipal solid waste landfills under
the Authority of Section 112(d) of the Clean Air Act. These
proposed standards require landfills of a certain size and
nonmethane organic compound emissions level to develop and update
as necessary compliance report, a startup, shutdown and malfunction
(SSM) plan, prepare semiannual SSM reports, notify the agency when
an SSM event occurs and the SSM plan is not followed, and prepare
semiannual compliance reports. The EPA will use this information to
monitor compliance with the standards.
