For the next
clearance request, Census should provide a history of response
rates for the past 5 years. Response rate data should be broken out
by respondents selected with certainty versus those randomly
selected. In addition, Census should report back to OMB via email
no later than June 30, 2004 w with either (1) a planned strategy to
improve the response rates for the F71 form or (2) results of
follow-up activities undertaken this year to improve response
rates.

The Census Bureau needs this
information to maintain its historical time series of tax
collections (an important measure of the economic conditions of the
state and local government sect sector). The Bureau of Economic
Analysis uses the statistis in multiple components of the gross
domestic product and national income accounts. The statistics also
support economic research and comparative studies of government
finances. Respondents are state and local governments.
