Before disaster loan assistance can be
provided, the Administrator must declare a disaster area. For an
SBA disaster declaration, the Governor of the affected state must
make a written request which identifies the incident that occurred,
the time and place, and that the criteria has been met, which can
only be determined by reviewing the information that the state has
collected. The respondents are the various State Governments
requesting SBA disaster assistance.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
