The proposed requirement is
"performance-based" in that the respondents determine the safest
and most environmentally sound method to perform a pipeline
modification or repair. Respondents must submit work plans with
their application that address the specific measures they plan to
take and the pro- cedures they plan to follow under the rule's
specified circum- stances. MMS uses the information to ensure they
have taken the time to think through the work procedure so that it
is performed in a safe and environmentally sound way. Respondents
are Federal OCS oil and gas producers and pipeline
companies.
