The agency is
again reminded of the existing Terms of Clearance on this
collection that require the agency to conduct a complete evaluation
of the burden imposed by this collection. The current estimated
burden of seven hours per response and no nonlabor costs does not
appear to reflect accurately the complete cost of completing this
application and submitting it to the agency. The agency is also
reminded that it must complete the Form 83-I correctly. No
submission requesting emergency processing can be approved for
three years. In addition, question 13 was not changed from the
previous submission, incorrectly stating that the burden had not
changed. The agency is reminded that it must immediately publish a
Federal Register notice providing the public 60-days to comment on
the submission, as required by 5 CFR 1302.8(d)(1). A request for a
full three year clearance may not be submitted until after this
comment period and the submission to the Federal Register of a
30-day request for comments, as required by 5 CFR 1320.10(a).
