The UDS is
cleared for the 2003 and 2004 data collection cycles. Though the
collection is cleared through 2/05, HRSA should resubmit the
collection well in advance of the expiration date so that OMB can
review the proposed changes for the 2005 data collection enough in
advance of the start of FY 2005 to give grantees notice about any
changes for that collection year. HHS shall consider changes to the
UDS collection to require reporting at the site level instead of
simply at the grantee level. Site level data for some data elements
may be of high utility and low burden to grantees; it is likely
that some site- level data may not be possible or practical to
collect, however. HRSA shall continue to discuss possible
disaggregation of data to the site level for various data elements
collected in the UDS with OMB prior to resubmission, and shall
justify those data elements that cannot or should not be
disaggregated for the 2005 data collection. HHS shall meet with OMB
before the end of Calendar Year 2005 to discuss these issues and
commit to a timeline and procedure for providing information on the
disaggregation of data at the site level. Staff at HRSA and the
overall Department should be included in these discussions, as
necessary. HRSA should also coordinate with SAMHSA regarding the
break-out of funding for respondents from HRSA and SAMHSA.

The Uniform Data System (UDS) is the
Bureau of Primary Health Care's annual reporting system for
grantees. The UDS includes reporting requirements for grantees of
the following programs: Community Health Center, Migrant Health
Center, Health Care for the Homeless, Outreach and primary Health
Services for Homeless Children, and Health Services for Residents
of Public Housing.
