Legislation, state and federal
regulation, and market changes affecting the telecommunications
industry can have a significant effect on the use and costs of
telecommunication services on small businesses. However, small
business use the telecommunication services is not well documented.
Better information on the use of telecommunication services will
permit the Small Business Administration's Office of Advocacy to
represent small businesses in the face of these on-going regulatory
and legislative changes. This will be accomplished by conducting
this voluntary survey of small businesses, which will
