ATF clarified
the statement in #8 of the supporting statement regarding external
consultations. Per discussions with DOJ clearance office, OMB is
approving this collection for a period of one year. We request that
ATF evaluate the two comments received in response to the March 20,
2003 IFR and to submit appropriate modifications to the information
collection which will be considered before the one-year expiration
and as part of an additional 2 year clearance from the date
(11/2003) of the clearance on the current submission. Note: ATF
indicates that it expects a final rule during the coming year
(2004), but if this is delayed, we need to get action on this
collection within a one-year time frame.

Each employee possessor in the
explosives business or operations required to ship, transport,
receive, or posses (actual or constructive), explosive materials
must submit this form. ATF-F-5400.28 will determine the eligibiity
of the employee possessor to posess explosives.
