The current CAP
Annual Report should be continued; however, its clearance is
extended for one more year, with the agreed change in Section E of
Part II. In its next submission, RSA should incorporate any
pertinent changes that the federal inter-agency P&A common
definitions working group recommends. CAP should work with the AT
program to develop consistent long-term outcome measures regarding
systemic change. These new measures should be incorporated into
Part III of this report. In addition, CAP needs to reevaluate this
annual report in anticipation of both it and PAIR being reviewed
under the PART for the FY 2007 budget.

Form RSA-227 is used to analyze and
evaluate the Client Assistance Program (CAP) administered by
designated CAP agencies. These agencies provide services to clients
and client applicants of programs and projects authorized by the
Rehabilitation Act of 1973, as amended. Data also are reported on
information and referral services provided to any individual with a
disability.
