Proposed Rule 31 would replace existing Rule 31-1 under the Exchange Act in its entirety and would create a new procedure for calculating the fees and assessments due from national securities exchanges and national securities associations (collectively, "SROs") pursuant to Section 31 of the Exchange Act. Under proposed Rule 31, the SROs would be required to submit Form R31 to the Commission within ten business days after the end of every month.
