This generic
clearance for the Dietary Guidelines Message and Communication
Materials Development is approved for 6 months under the following
conditions: 1) Generic clearance will be used for qualitative
research in the development of communication materials and not for
the purpose of quantitative estimates that may be generalized
statistically to a large population. 2) HHS shall submit memos for
individual studies (e.g., statement of need, intended use of
information, description of respondents, information collection
procedures, justification for incentive, estimated burden,
participant screener, survey instrument). 3) OMB will respond with
clearance or questions within 10 working days.

This information will be used as
formative research to develop messages and materials in support of
the sixth edition, Nutrition and Your Health: Dietary Guideline for
Americans, to be published in early 2005. It is necessary to obtain
input for the reassessment and potential revision of the Dietary
Guidelines Advisory Committee's report recommendations, as well as
to assist with clarity, understandability and acceptance of related
messages and materials. This emergency, generic clearance request
describes data collection activities involving a limited set of
consumer and health intermediary....
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
