is approved with the following terms of clearance: NCES will
provide a more detailed plan for the supplemental field study
(described in the addendum) to OMB as soon as possible and prior to
implementing this aspect of the study. NCES is commended for
testing new methods to address declining RDD response rates and to
assess potential nonresponse bias.

NHES: 2005 is a survey of households
us in random-digit dialing and computer-assisted telephone
interviewing. Three topical surveys are to be conducted in NHES:
2005: Early Childhood Program Paticipation (ECPP), After-School
Programs and Activities (ASPA), and Adult Education and Lifelong
Learning (AELL). ECPP and ASPA will provide current measures of
participation in early childhood education, after-school programs,
and other forms of nonparental care, as well as in-home and
out-of-home activities. AELL will provide in-depth information on
the participation of adults in a wide range of training and
education activities.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
