Per NICS Final Rule 28 CFR, Part
25.9(b)(1),(2), & (3) the NICS must destroy all identifying
information on allowed transactions. For this reason a Voluntary
Appeal File is required to be established in order for the NICS to
maintain information about the applicant to prevent future
erroneous denies on extended delays.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
