recipient), and time necessary to develop, gather information for,
and prepare performance reports. OMB notes that the agency must
display the OMB Control Number on this information collection; the
agency did not demonstrate that it has met this requirement in this

PRIME is a grant program utilizing
non-profit microenterprise development organizations (MDOs) to
provide training and technical assistance to disadvantaged
entrepreneurs, to provide training and capacity building services
to MDOs assisting disadvantaged entrepreneurs, to provide research
and development in the area of providing technical assistance to
disadvantaged microentrepreneurs and to facilitate other activities
consistent with the Act. Information is to be collected from the
MDOs to assist with oversight, ensure appropriate use of funds,
learn about the targeted market, and to comply with OMB
circulars.
