should be established or adjusted, a petition may be submitted to
the Secretary of Agriculture requesting a State-specific rulemaking
for those areas. Information required in the petition needs to
identify: (1) the location of the inventoried roadless area lands
included in the petition; (2) the particular management
requirements sought for those land and any exceptions., (3) the
identification of the circumstances and needs intended to
