OMB is working
with the Census Bureau to develop an approach to provide limited
use of the ACS frame for new follow-on surveys. Until this approach
is finalized and Census is notified by OMB, the ACS may not be used
to draw the sample for any new reimbursable work that other Federal
agency's may request. It may, however, be used to enhance the
current sample design and achieve sampling efficiencies for
existing Census Bureau surveys (including those done under
reimbursable agreement). It may also be used for those few surveys
that either had previously been approved using the ACS (or
previously referred to as the Census Supplementary Survey) frame
such as the NIAAA's National Epidemiological Survey on Alcohol and
Related Conditions or for surveys that previously drew sample
directly from the decennial long form such as NSF's National Survey
of College Graduates. Census is strongly encouraged to pursue
consideration of developing GQ-specific forms and/or screeners that
would result in a shorter, more relevant data collection for GQ
individuals. Census is also strongly encouraged to continue
exploring options to provide additional language assistance
including the development of a special language brochure or
informational materials that would provide greater assistance to
non-English speaking respondents.

The American Community Survey collects
accurate and timely socio- economic and housing information
historically collected during the decennial census. The Census
Bureau began full implementa- tion of the American Community Survey
nationwide in January 2005.
On behalf of this Federal agency, I certify that
