Approval is
given for the PACE screener and pilot study only. At least 45 days
prior to fielding the final PACE survey, Census should summarize
(via email or briefing) the screener and pilot results. The summary
should include details on the final sample design, the proposed
frequency of data collection, a revised survey schedule, and a
final questionnaire with all changes noted. Census should also
provide an assessment of the reliability of pollution prevention
responses, cost offset responses, and other hard-to-report data
items as well as a projected assessment of items that will have
relatively high item-nonresponse. In addition, Census should
collaborate with EPA to integrate results from the EPA pretest with
this pilot when discussing final recommendations for the PACE
survey. No fielding of the PACE survey can begin until Census
receives additional approval from OMB.

This survey collects data on
manufacturing, mining and electrical utility establishments' costs
and expenditures for pollution prevention and treatment. The data
are used by the Environmental Protection Agency to monitor the
impact of environmental programs and to estimate cost projections
for its regulatory impact analysis for proposed pollution
regulations. The data will enable EPA to report to Congress on the
cost of a clean environment.
