This information
collection is approved with the understanding that not all
instruments and procedures are finalized. The agency is authorized
to conduct pilot testing on all instruments and protocols as
discussed in the supporting statement; any changes must be
submitted for OMB review as a change request. This approval covers
only the Kansas City experiment; expansion to additional areas must
be separately reviewed by OMB. OMB also notes that there remains a
question as to whether sampling in one metropolitan area can serve
to be representative of the entire country and requests additional
information to justify any use of this data in such a way before
the results are released to the public or used in MOVES
Nonetheless, OMB encourages the agency to expand its sampling
within Kansas City to improve the power of its emissions estimates
and encourages the agency to expand the program to other areas of
the country to gather data that would be representative of the
population in general. OMB also suggests that the agency devote
additional attention to the issue of nonresponse. This approval
will include agency efforts and nonresponse conversion, but
sampling methodologies, protocols, and instruments for such
conversion must be submitted for review as a change request. OMB
requests a power analysis of the agency's estimates after intial
rounds of sampling to validate the agency's power calcuation
provided in the supporting statement. Finally, OMB requests a
detailed exit briefing after the completion of the experiment but
prior to incorporation of the results into MOVES.

target two research ob- jectives related to emissions inventory
estimation for highway vehicles.
