change as a pilot survey. As a pilot survey, certain important
definitions, measures of variables, and plans for the analysis and
use of data are less clear and definite than would be expected in a
full-scale survey. These include: (1) the definition of income and
wealth of a "person of modest means;" (2) the fact that the income
of credit-union members generally isn't measured but the past
median income of members' zip codes or census tracts is collected,
when members can be located; (3) more precise and valid measurement
of member services like finan- cial counselling; (4)the plans for
collecting information from loan files; and (5) generally, the
plans to analyze, aggregate, and draw conclusions from the pilot
survey's data. If this pilot survey is followed by a full-scale
survey, then matters like those above should be specified and
resolved in the design and documentation of the full-scale survey.
That design can draw on the experience of the pilot plus more
definite and specific planning. Also, the submission for a
full-scale survey should include a copy of the results from this
pilot as well as an exploration of what additional, member-level
data credit un- ions have regarding the characteristics of their
clientele, the actual use of services to and by persons of modest
means, and community involvement. Further, a full-scale survey
should be preceded by the usual 60- and 30-day public comment
periods, an- nouncements that describe the information collection
and use in specific detail, plus an invitation to send comments
either to NCUA or to the OIRA desk officer for NCUA.

Information will be gathered about the
type of services that credit unions provide and individuals
receiving credit union services. The data collection is intended to
provide the agency with information about how federal credit unions
are serving persons of modest financial means. This data can be
used (i) to help understand the economic status and needs of
individuals receiving services from federal credit unions (ii) to
assist NCUA in evaluating the type and extent of service provided
to members, and (iii) to support public officials in assessing the
benefits provided by credit unions.

1320.8(b)(3).
