Commercial TV broadcast stations and
Class A TV broadcast stations are both require to file FCC Form
398. Form 398 is a standardized form that provides for consistent
reporting by all licensees and facilitates efforts by the public
and FCC to monitor compliance with the Children's TV Act. On March
17, 2006, the FCC adopted a 2nd Further Notice of Proposed Rule
Making (FNPRM) in MM Docket 00-167, Children's TV Obligations of
Digital TV Broadcasters. This document seeks public comment on a
