The Public Housing Assessment System requires public housing agencies to submit financial information annually to HUD. The Uniform Financial Reporting Standards for HUD housing programs requires that this information be submitted electronically, using generally accepted accounting principles, in a prescribed format.

The increase in burden hours for PHAs is due to several additions to the template. OIG revisions to FDS line items to allow PHAs to enter their involvement with development activities include nine Mandatory Details Links. Also previously only a few section 8 PHAs submitted unaudited and audited financial information. The burden hour increase is 70% for the revision to the line items and 30% for the addition section 8 PHAs submitting unaudited and audited financial information.
