1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION
Form 8453-PE, U.S. Partnership Declaration for an IRS e-file Return, was developed for Modernized e-file for partnerships. Internal Revenue Code sections 6109 and 6103.
2. USE OF DATA
Form 8453-PE will authenticate the electronic Form 1065.
USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN
Upon approval we plan to offer the new electronic filing system.
4. EFFORTS TO IDENTIFY DUPLICATION
We have attempted to eliminate duplication within the agency
wherever possible.

Periodic meetings are held between IRS personnel and
representatives of the American Bar Association, the National Society of Public Accountants, the American Institute of Certified Public Accountants, and other professional groups to discuss tax law and tax forms. During these meetings, there is an opportunity for those attending to make comments regarding Form 8453-PE.
In response to the Federal Register notice (71 FR XXXX), dated September XX, 2006, we received no comments during the comment period regarding Form 8453-PE.

After consultation with various functions within the Service, we have determined that the cost of developing, printing, processing, distribution and overhead for the form is $2,950.

In order to meet IRS goals and expectations of providing quality service to the taxpayers, we are submitting this ICR under the Emergency approval process. In order to meet our mission, it is essential that this form be available to the public prior to their requirement to use it. This will allow them time to learn and understand the requirements.
