Justification for Change (1010-0059)
Rulemaking, 71 FR 40904, July 10, 2006, became effective September 1, 2006. The rulemaking added service fees that offset MMS costs. With this submission, we are requesting to include these fees into 1010-0059.
At the proposed rule stage for the initial cost recovery rule, OMB gave MMS permission to make new fees/fee changes without an OMB 83-I submission. Therefore, these fees are shown as program changes.
We are also including adjustment changes to the average number of annual responses and thus burden hours. Due to the above rule (cost recovery), one IC requirement has now been subdivided into different phases affecting the number of annual responses and burden hours. Therefore, we are requesting to adjust these responses/hours also.
