Survey Data Groups
Some data needed by the Department to meet information needs cannot be obtained from the
State Education Agencies (SEAs). The data groups in this section represent information that
schools and/or LEAs will provide directly to EDEN through the use of an on-line survey. To the
extent possible, portions of the on-line form are pre-populated with data from other EDEN data
groups (e.g., demographic, school name, and address) thereby reducing respondent burden.
Additionally, ED is examining the possibility of SEAs providing information on some of the
survey items themselves for the sampled LEAs and schools, further diminishing respondent
burden.
This section will be used to collect data for two surveys: the Civil Rights Data Collection
(CRDC) for the Office of Civil Rights (OCR) and the Indian Education Formula Grant Program
(IEFGP) Student Count for the Office of Indian Education (OIE). Each of these surveys is
described in detail below.
Civil Rights Data Collection (CRDC)
The CRDC is an on-line survey of a sample of LEAs. The justification statement contains a full
explanation of the sampling approach used for this survey. The upcoming survey requests data
on school years 2005-06 and 2006-07. In fall 2006, the LEAs selected in the sample for the Civil
Right Data Collection will be sent a notification letter. That letter will request that the LEA
provide two contacts including telephone numbers and e-mail addresses. ED is planning to set
up a web-based form to collect the contact information. The LEA will also submit the survey
through a web-based tool unless the LEA lacks sufficient technology to efficiently use the tool,
in which case the LEA can submit the survey on paper forms. LEAs may also request to submit
the survey through electronic files formatted in accordance with instructions provided by ED.
As noted above, the survey will include some questions where the data can be pre-populated
from files submitted by SEAs thereby reducing respondent burden. Specifically, the table below
shows the data groups SEAs would need to submit in order to provide the CRDC respondents in
their state with the available pre-population. This information will be pre-populated into the online survey if the SEA submits the data up to one month prior to the start of the survey. If the
SEA is unable to provide any or all of the data groups required for pre-population, then the data
will be requested directly from the LEA.
Although the Department proposes collecting these data groups directly from the LEAs in 2006
(and has historically collected similar data directly from LEAs for the purpose of the Civil Rights
collection), it is our intent to move this collection to the EDEN Submission System in the future
and ask state education agencies to submit the data for their LEAs. We plan to specify in our
2007-08 paperwork submission request that all Civil Rights data groups and categories be
included in the EDEN Submission System beginning with 2007-08. During a transition period
through 2008-09, for states that are unable to report required Civil Rights items from the SEA
level through EDEN, the Department will continue to use the Web-based EDEN Survey Tool or
other mechanism to collect these data directly from LEAs in these states.

Even with pre-population, there is information required for the CRDC that is not available to
most SEAs. As a result, the following 33 data groups will be included in EDEN for 2006-07 to
collect data directly from the CRDC sample of LEAs. A separate page for each of these data
groups is in this section. These data groups are labeled “Survey-Civil Rights” with OCR as a
steward. The comment section indicates which school year is submitted for each of these data
groups.

On-Line Data Collection Data Groups
A number of program offices in ED have reporting mandates for information that is general,
state-level information that could be updated once a year. These information requests do not
align with the general guidelines for EDEN Submission System (ESS) data groups and data
categories. For example, the Office of English Language Acquisition (OELA) needs to know (at
the state level) the testing accommodations that are (and are not) provided to limited English
proficient (LEP) students on state academic achievement standards. Unlike the data collected
using the ESS data groups (which collect data using sequential flat files), this information is
substantially less complex and can be collected directly using an on-line tool. States would
update the data by logging into the EDEN system and complete the appropriate forms once a
year. This change will minimize state burden by removing the ESS data file submission step but
still provide the program offices with the information they need.
A total of 7 existing data groups are being moved to the on-line data collection section. The
remainder of this section includes a separate page for each data group.

Meta Data
EDEN will collect meta data in the following two main areas: State Specific Information
Needed to Interpret Data and State Submission Plans. As the EDEN data set matures in future
years, the meta data will become a critical component of cross-year and cross-state comparisons.
For the most part, ED plans to collect the meta data through a series of on-line forms. States
would log into a sub-application within EDEN, and view forms that have been pre-populated
with data from the previous cycle. This is possible because in many cases, the same information
applies to more than one year. States would then have the option to update/revise/affirm the
information, as appropriate.

State Specific Information Needed to Interpret Data
Much of the data states provide through EDEN can only be accurately interpreted within the
state context. In the examples below, the EDEN data users must rely heavily on the additional
information in order to properly interpret state submissions. In fact, with some of these
examples, the data have very little value without the additional meta data.
State Definitions. Some of the definitions of EDEN Data Groups include references to
state definitions. For example, Data Group #521 Vocational Concentrators Tables
collects the unduplicated number of vocational concentrators. Since each State defines
the threshold level for vocational education to be a vocational concentrators, the
definition of vocational concentrator is essential to using and reporting the data."
General SEA Information. There are a number of basic components of state education
systems that differ from one state to the next, for example:





School year/ start of school year – SEAs will be asked what 12 month period
of time that defines a school year. The school year is often but not always
October 1 through September 30.
Charter School Legislation –will be asked when the State approved Charter
School legislation. ED will pre-populate based on information already
collected.
Special Education Count Date – SEAs will be asked what specific date the
child count required by IDEA was conducted.
Directory - SEAs will be asked to update a general description of the
education units in the State that was developed during previous State site
visits.

Assessment. Each state has in place a state assessment system that is unique to that state.
In order to properly interpret the data submitted on this subject, users of the data need
information beyond the counts of students by performance level including:

Performance levels – SEAs will be asked how each performance levels maps
to "proficient" in NCLB.
Instrument – SEAs will be asked for a description of the assessment
instruments such as academic subjects and grades covered as well as the basic
test administrative procedures and processes for handling the results.
Accommodations – SEAs will be asked what accommodations are
available/provided to students and under what circumstances.
Timing – SEAs will be asked when the assessment was conducted, e.g.
November or April.

AYP Reporting. As is the case with the previous examples, AYP reporting includes
components that are state specific and when known help to inform interpretation of state
data submissions, including:



Full Academic Year – SEAs will be asked what period of time a student is at
school for inclusion in AYP reporting.
Targets – SEAs will be asked for the target percentage of students proficient
under NCLB by school year.

State Submission Plans
Starting with the 2005-06 EDEN data set, states were asked to complete a data submission plan
that provided information on when they were planning to submit each EDEN data file, as well as
an estimate regarding the number of schools or LEAs that would be included in each file. This
information is necessary in order to monitor state progress and determine when states complete
their submissions for each data file. Additionally, states can use the submission plans to track
the data source within their SEA for each data file. Many states reported that the submission
plans served as a useful management tool to help them schedule the work associated with EDEN
file submissions.
For 2006-07, EDEN plans to include this information as part of the on-line collection of meta
data. If states provided the EDEN team with their 2005-06 submission plan, the on-line tool
would be pre-populated with the 2005-06 submission plan information and states would update
the information for 2006-07. Additionally states will have access to reports within EDFacts that
allow them to easily review the status of their submission plan as well as the status of their
submissions in relation to the plan.
As part of the submission plans, ED plans to ask states to provide information in 3 additional
areas:
1. The extent to which each state will be able to provide the files necessary to pre-populate
several other data collections including Civil Rights Data Collection (CRDC), Charter
Schools, the Title III Evaluation Report, the Indian Education Formula Grant Program
(IEFGP), and the Consolidated State Performance Report (CSPR).
