Abstract: DOE seeks pre-application for loan guarantees authorized under Title XVII of the Energy Policy Act of 2005 (42 U.S.C. 16511-16514). Under the proposed information collection, interested parties are being asked to file an initial pre-application for review by DOE to determine eligibility and other issues. If the information provided in the pre-application meets the suggested requirements of the guidelines, DOE may invite the interested party to submit a comprehensive application.

Emergency Justfication: The collection consists of a form and requested information and documentation that will identify and describe projects that may be eligible for DOE's Loan Guarantee program, pursuant to Title XVII of the Energy Policy Act of 2005 authorized by the Secretary of Energy after consultation with the Secretary of the Treasury. The Loan Guarantee program will provide debt financing on projects that promote the President's Advanced Energy Initiative. The information collected will be used to invite interested parties to file an initial Pre-Application for review by DOE to determine if the parties meet suggested requirements of the Guidelines. Due to the time constraints for the Pre-Application process, the agency requests an emergency review and approval for the proposed information collection.
