Attached for your review is one survey for evaluating the effectiveness of the Mercury Educator’s Toolkit. EPA Region 7 seeks to gather information to understand the effectiveness of this toolkit, help better target resources to the specific compliance assistance needs of their customers, increase the effectiveness of their compliance assistance resources, and ultimately, improve the environmental performance of the target audience.
Note: EPA will not have access to names or addresses of individuals or facilities surveyed and will not use the information for inspection or enforcement purposes unless otherwise provided. There will be no way to link participant responses to specific facilities or individuals.

Request for Approval of Information Collection Activity
I. Background:
The Environmental Protection Agency (EPA) Region 7 is undergoing a targeted outreach and education effort to schools to provide compliance assistance and education to school personnel regarding mercury disposal and mercury dangers.
II. Survey Purpose and Description:
EPA Region 7 seeks to gather information to understand the effectiveness of this toolkit, help better target their resources to the specific compliance assistance needs of their customers, increase the effectiveness of their compliance assistance resources, and ultimately, improve the environmental performance of the target audience.
The information obtained through this survey event will not be used for regulatory development or to make broad generalizations or claims.
III. Survey Methodology and Use of Results
The target audience for the survey are all EPA Region 7 schools, approximately 7,000 primary, middle and high schools. The toolkit will be specifically targeted to school science educators and school administration for their use to educate students. Each toolkit will include a letter to each recipient of the toolkit which asks for their feedback after the toolkit is utilized. EPA plans to sponsor the posting of the survey instrument on-line, for the collection of that feedback. The survey will be accessible through a link provided in the distribution of the toolkit. Survey respondents will be anonymous to EPA, unless they wish to provide respondent information. We anticipate that teachers and school administration staff at approximately 500 schools will respond. We estimate that it will take a respondent approximately three minutes to complete the survey. The surveys will be made accessible to potential respondents through roughly 6 months after the distribution of the toolkit.
IV. Respondents= Burden
Number of respondents: 500
Minutes per response: 3 minutes
Cost per hour: $82.74 ($39.40 + 110%)*
Cost per response: $82.74 x 3/60 = $4.14
Total burden hours: 500 x 3/60 = 25 hours
Total burden dollar cost: 25 hours x $82.74 = $2,068.50
*These rates are from the United States Department of Labor, Bureau of Labor
Statistics, September, 2004, ATable 2. Civilian Workers, by occupational and
Industry group.@ The rates are from column 1, ATotal compensation.@ The rates
have been increased by 110% to account for the benefit packages available to
those employed by private industry.
