B. Collections of Information Employing Statistical Methods

1. Describe (including a numerical estimate) the potential respondent universe and any sampling or other respondent selection methods to be used. Data on the number of entities (e.g. establishments, State and local government units, households, or persons) in the universe covered by the collection and in the corresponding sample are to be provided in tabular form for the universe as a whole and for each of the strata in the proposed sample. Indicate expected response rates for the collection as a whole. If the collection has been conducted previously, include actual response rate achieved during the last collection.

NCUA examines approximately 4100 FCUs per year. NCUA sends the Examination Survey form to all FCUs with completed examinations on a flow basis, and collects the survey information from the FCUs on a voluntary basis. The potential annual response universe is approximately 4100 based on a flexible examination schedule. A sampling method is not used. Federal credit unions are the respondent universe. The universe was 4120 in 2005 and 2436 responses were received. The response rate achieved was 59 percent.

2. Describe the procedures for the collection of information:

This confidential, voluntary survey is mailed to federal credit unions after completion of their NCUA examination. This voluntary survey allows federal credit unions to provide feedback about their examination and NCUA’s federal examination program. NCUA conducts risk focus examinations; therefore, well run, highly rated federal credit unions may receive two examinations in a three year period instead of annually. This results in less than an annual data collection in some cases reducing the burden on the entity (federal credit unions examined) covered by the survey.

2. Describe methods to maximize response rates and to deal with issues of non-response. The accuracy and reliability of information collected must be shown to be adequate for intended uses. For collections based on sampling, a special justification must be provided for any collection that will not yield “reliable” data that can be generalized to the universe studied.

This is a voluntary confidential survey. If response rates fall significantly below historic average response rates, a second request can be sent to the entities. The accuracy and reliability of the information collected is reviewed ongoing for adequacy of intended use. The response rate in 2005 was 59 percent.

2. Describe any tests of procedures or methods to be undertaken. Testing is encouraged as an effective means of refining collections of information to minimize burden and improve utility. Tests must be approved if they call for answers to identical questions from 10 or more respondents. A proposed test or set of test may be submitted for approval separately or in combination with the main collection of information.

This is an OMB renewal. This voluntary survey has been conducted for several years. Testing is not part of this renewal.

2. Provide the name and telephone number of individuals consulted on statistical aspects of the design and the name of the agency unit, contractor(s), grantee(s), or other person(s) who will actually collect and/or analyze the information for the agency.
