In response to the conference call today, January 18, 2007, the following modifications to the Human Behavior in Fire OMB package are submitted.  Please let me know if you need anything else.

Comment #1 :  Clarify the order and mechanism for providing interview respondents with the incentives. 

Revision #1:   Interviewers  will have the incentive  at the time of the interview appointment. At the conclusion of each interview, the respondent  will be provided a postal money order in the amount of $25.00. The stub of the money order  will be retained by the interviewer  for accounting purposes.     

 

 Comment 2:  There is a burden on the Fire Department Personnel in providing the materials to the Contractor for this study.  Please modify and increase the existing burden table to reflect their time.  

Revision #2: We estimate an additional burden will be incurred by the fire department personnel for identifying fire incidents and faxing or emailing these reports to Battelle. Approximately 100 fire departments will participate in this study. These fire departments will forward fire incident reports on a regular basis to Battelle. Some fire departments with a lot of incidents may decide to submit reports weekly, whereas other fire departments with little or no fire activity may decide to report every few months. We anticipate that, on average, each fire department will spend 20 minutes per month to identify fire incidents and forward these reports to Battelle (two report submissions per month, each taking 10 minutes to process). Therefore, the annualized burden for the fire departments will be 400 hours.
