approved on the understanding that: (1) All identifiable
data--including videotapes--will be maintained by the contractor,
and ACF will not own and will not be able to retrieve identifiable
data; (2) The incentives for the teacher survey will be a flat $20
for the first round. In subsequent rounds, a higher, differential
incentive may be considered if a study about the effects of such
differential incentives on response rates is built into the study
design; (2a)If ACF chooses to explore differential incentives in
subsequent rounds of this study, ACF will submit a change-request
to OMB outlining the study design before implementing such
differential incentives; (3) All letters to parents and children
will be corrected, as necessary, to indicate that parents will
receive $30 for their participation and children will receive $10;
(4) The instructions on the teacher survey will be changed to
inform respondents that they may (and are encouraged) to complete
this survey online; (5)if data will or might be shared with anyone
outside of the research team for this particular project, all
informed consent forms and invitation letters which say that
information will not be shared with anybody or information will
not be shared with anybody outside the research team will be
changed to say information will be used only for research
purposes"; (6) ACF will email OMB a copy of all revised
materials--ICs, supplemental information, and supporting
information--within 2 months of this approval.

This study is being conducted to
assess children and families when the children in the study will be
5th graders or attending the 6th year of their formal schooling.
Because of the way children and families were initially recruited
for the study, it will take three years to collect 5th-grade data
from the full sample of children. About 30 percent of the sample
will be 5th graders in spring 2007, 50 percent in spring 2008, and
20 percent in spring 2009. Data will be collected on a sample of
approximately 1,900 children and families across all 17 of the
Early Head Start research sites. Data collection will include a
child assessment and a child interview, an interview with the
child's primary caregiver (usually the child's mother), videotaping
of mother-child interactions and a set of home observations, and a
questionnaire to be completed by the child's 5th-grade
teacher.
On behalf of this Federal agency, I certify that
