Qualified persons inspect track and
take action to allow safe passage of trains. FRA is amending the
Federal Track Safety Standards to improve the inspection of rail
joints in continuous welded rail (CWR).

The total burden has increased
by 2,000 hours. The increase is the result of a program change in
the final rule from the NPRM submission, specifically the new
requirement under section 213.119(g)(7)(ii) concerning Fracture
Reports (new form FRA F 6180.124). The burden for this requirement
accounts for the full 2,000 hour increase.
