When, as is the case here, the burden change results from both program changes and adjusted estimates, kindly allocate the burden change between the two sources of change. I have done this here; in the future kindly do this in the submission. Also, be sure to indicate the line of business.

The increase in burden is due both to program changes and adjusments. Program changes, specifically the new requirements in sections 218.95, 218.97, 218.99, 218.101, and 218.103, accounted for a burden increase of 3,044,921 hours. Adjustments, due to revised estimates, accounted for a burden increase of 1,039,975 hours. Thus, the burden increased by a grand total of 4,084,896 hours.
