This ICR was
submitted more than four months after the NPRM that modified this
collection, which said that an ICR HAS been submitted to OMB. In
the future, submit rule-related ICRs within a week of publication.
Also such rules should direct those who want to make PRA comments
to OMB to the "NCUA Desk Officer," not to a named individual.
Moreover, in the future complete the line of business
information.

Credit union members need the
information to evaluate the conversion proposal on which they are
to vote. NCUA needs the information to fulfill its statutory duty
to administer the membership vote.
The burden of 320 hours per
credit union, for an aggregate total of 960 hours, is an increase
from the previously estimated burden per-credit union and in the
aggregate. This increase is due to the additional information
collection requirements to facilitate member-to-director and
member-to-member communications in the conversion process. The
increase is mitigated, however, because NCUA now estimates fewer
credit unions (3) convert per year than previously estimated.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
