The ICR is
approved for two years with the understanding that TSA will require
each service provider to display the following statement,
prominently and at minimum, on the first screen of the service
providers Registered Traveler enrollment form, or on a screen
immediately proceeding that screen: "TSA requires a full legal name
from RT Program applicants for the purpose of conducting a security
threat assessment (STA). TSA also requests the following
identifying information: other names used, Social Security Number,
citizenship status, alien registration number, current home
address, primary and secondary telephone numbers, current e-mail
address, date of birth, place of birth, gender, height, previous
home addresses, employer name, employer address, and drivers
license number. TSA will use this information for the following
purposes: to pre-screen travelers by conducting security threat
assessments; to assist in the management and tracking of STA
results; to permit the retrieval of STA results; to eliminate false
watch list matches; to communicate with the individual in the event
of a possible match; and to refer to the appropriate intelligence
and law enforcement entities the identity of RT applicants or RT
participants who pose or are suspected of posing a threat to
transportation or national security. The identifying information
requested by TSA is a voluntary collection, but failure to provide
this information may delay or prevent an "approved" determination
of the security threat assessment necessary to join RT.
Participating Service Providers (SPs) may collect additional
information from you for customer service purposes. The collection
of excess data by SPs is neither required nor endorsed by TSA. TSA
estimates that the total average burden per response associated
with this collection is approximately 20 minutes. If you wish to
comment on the accuracy of that estimate or submit suggestions for
reducing the burden, you may write to TSA, Registered Traveler
Program, 601 S. 12th St., Arlington, VA 22202-4220. An agency may
not conduct or sponsor, and a person is not required to respond to,
a collection of information unless it displays a valid OMB control
number. The OMB control number assigned to this collection is
1652-0019, which expires mm/dd/yyyy." In addition, TSA has decided
not to administer the customer satisfaction surveys and stakeholder
interviews. TSA has revised the supporting statement accordingly.
If TSA resubmits these information collections, TSA must provide a
complete part B describing the proposed statistical methods.

TSA is continuing the ongoing pilot at
one airport to test and evaluate specific technologies and business
processes related to the Registered Traveler (RT) concept. In
addition, TSA will initiate additional pilots at additional
locations and incorporate a public/private partnership. TSA,
through its partnership with airports serving as Sponsoring
Entities for Service Providers (SPs), will collect and retain
personal information from individuals to conduct name-based
security threat assessments on individuals who volunteer to
participate in the program. For prequalification purposes, TSA will
collect information from companies seeking to participate as SPs.
TSA requested a Statement of Interest from airports and air
carriers seeking to participate.
US Code:
49 USC section 109 Name of Law: Aviation and Transportation
Security Act
Due to positive responses to
the current pilot, the need to evaluate systems interoperability,
and the need to conduct a robust metrics analysis, TSA has extended
the current pilot program.
