0205 change justification

On the Southeast Region Federal Fisheries Colombian Treaty Waters application, the Colombian government has requested make of vessel and where the vessel was built, for vessels fishing in their waters under the treaty.  For this program, we issue our permit to US vessels only after they have been issued a permit for the same conditions by the Colombians. 

On the Southeast Region Federal Fisheries Permit Application for Vessels Fishing in the Exclusive Economic Zone, the additional information requested – inclusion of the applicant’s "Protected Species Release, Disentanglement, and Identification Workshop Certificate" if he/she carries on board, or fishes with either longline or gillnet gear – is a result of the new Atlantic Highly Migratory Species (HMS) consolidated Fishery Management Plan and two Biological Opinions (posted as supplemental documents) requiring HMS workshop participation as a function of permit renewal for shark and swordfish directed and handgear permit issuance.
