CRITICAL TECHNOLOGY ASSESSMENT:
Five-Axis Machine Tools
SCOPE OF ASSESSMENT
The U.S. Department of Commerce, Bureau of Industry and Security (BIS), Office of Technology Evaluation, in coordination with the U.S. Department of Defense, Office of the Under Secretary of Defense (Industrial Policy), the National Institute of Standards and Technology (NIST), the International Trade Administration (ITA), and the National Nuclear Security Administration (NNSA), is conducting an industrial base survey of the U.S. 5-Axis machine tool industry. The principal goal of this data collection is to analyze the health, competitiveness, and technical capability of the U.S. 5-axis machine tool industry in terms of economic and industrial performance factors. This data collection also includes an analysis of the effects of foreign competition and export controls on the industry’s ability to meet the demands of its U.S. Government and global commercial customers. |
RESPONSE TO THIS SURVEY IS REQUIRED BY LAW
A response to this survey is required by law (50 U.S.C. app. Sec. 2155). Failure to respond can result in a maximum fine of $10,000, imprisonment of up to one year, or both. Information furnished herewith is deemed confidential and will not be published or disclosed except in accordance with Section 705 of the Defense Production Act of 1950, as amended (50 U.S.C App. Sec. 2155). Section 705 prohibits the publication or disclosure of this information unless the President determines that its withholding is contrary to the national defense. Information will not be shared with any non-government entity, other than in aggregate form. The information will be protected pursuant to the appropriate exemptions from disclosure under the Freedom of Information Act (FOIA), should it be the subject of a FOIA request.
Not withstanding any other provision of law, no person is required to respond to nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a currently valid OMB Control Number. |

The Excel survey contains macros for BIS data collection purposes and therefore must not be re-formatted. Please do not submit to BIS a Word version or a re-formatted Excel version. |

Basic Research |

Build Time |
Measurement of production process reflecting the time [measured in weeks] from initiation of machine tool production process, not including design, to completion of production. This measure does not include time dedicated to proposals or delivery of machine tool. |
Controlled Country |
A country subject to a license requirement for the export of a 5-axis machine tool under ECCN 2B001. Generally speaking, a controlled country includes all countries except those in both country group A:1, including cooperating countries, and A:4 of Supplement No. 1 to Part 740 of the EAR. Examples of controlled countries include Brazil, China, India, Russia, and Taiwan. |

Independent distributors, sales representatives, authorized dealers, and producer distribution business units marketing finished metalworking machine tools with five or more axes capable of 5-axis simultaneous control, including mills, grinders, mill/turns, and machining center machine tool products. |
Export Administration Regulations (EAR) |
The EAR control the export, re-export and activities of dual-use items. The EAR are administered by the U.S. Department of Commerce, Bureau of Industry and Security. The Export Commodity Classification Number (ECCN) for 5-axis simultaneous controlled machine tools is 2B001. |
Firm or Company |
Entity that owns, controls, or otherwise is affiliated with one or more U.S. entities that, directly or indirectly, manufactures, integrates, produces, distributes, or provides services in the U.S. machine tool industry/marketplace.
