A general partner or a limited liability company member manager (LLC member manager) and an electronic return originator (ERO) use Form 8879-B when the general partner or LLC member manager wants to use a personal identification number (PIN) to electronically sign an electing large partnership’s electronic income tax return, and, if applicable, consent to an electronic funds withdrawal. A general partner or LLC member manager who does not use Form 8879-B must use Form 8453-B, U.S. Electing Large Partnership Declaration for an IRS e-file Return.
In order to meet the Agency responsibility of providing accurate and timely information and guidance to the taxpayers, we are requesting OMB approval by 12/22/2006. The IRS has been in constant dialog with various offices within the Agency to ensure the accuracy of the new form. Solicitation from the general public was requested through and early "draft" release program. The IRS provided copies of the draft form to the general public to solicit comments and feedback on the effectiveness of the form. After all comments that were timely received were considered and the internal review process completed, there is insufficient time to meet the normal OMB approval processing timeframe. Taxpayers will need this form to electronically sign their 2006 tax return. By delaying or preventing taxpayer’s ample time to review and understand this new form, the Agency would be unable to meet the needs and services provided - as explained in the Agency mission statement.
