Form 13362
1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION
External applicants will be provided the Consent Form in an application package when applying for any position with the IRS. Applicants will complete the Consent Form relating to their name, address, and the last three years where they lived so that IRS can conduct a tax check once an applicant is qualified and within reach for a tentative job offer for employment to determine if the applicant is suitable for employment.
2. USE OF DATA
The data collected on the Consent Form will be used to assist the recruitment personnel and management in identifying any tax compliance suitability issues in relation to the Mission of the Internal Revenue Service.
USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN
There are no plans to provide electronic filing because electronic filing is not appropriate for this collection of information.

We have attempted to eliminate duplication within the agency wherever possible.

Several meetings were held between IRS personnel and representatives of the Office of Personnel Management (OPM) with the development of the Consent Form. During these discussions, there was an opportunity for OPM attendees to make comments regarding Form 13362.
In response to the Federal Register Notice dated October 20, 2006 (71 F. R. 62045), we received no comments during the comment period regarding Form 13362.

RESPONDENTS

10. ASSURANCE OF CONFIDENTIALITY OF RESPONSES
Generally, tax returns and tax return information are confidential as required by 26 USC 6103.

13. ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS
As suggested by OMB, our Federal Register Notice dated October 20, 2006, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens are not available at this time.
14. ESTIMATED ANNUALIZED COST TO THE FEDERAL GOVERNMENT
Form 13362 will be a “print on demand” therefore there will be no cost for printing.
15. REASONS FOR CHANGE IN BURDEN
There is no change in the paperwork burden previously approved by OMB. We are making this submission to renew the OMB approval.
