This standard applies to owners or operators of new and existing iron and steel foundries that are major sources of hazardous air pollutant (HAP) emissions that have emissions from metal melting furnaces, scrap preheaters, pouring areas, pouring stations, automated conveyor and pallet cooling lines, automated shakeout lines, and mold and core making lines; and fugitive emissions from foundary operations. Consistent with the NESHAP General Provisions (40 CFR part 63, subpart A), owners and operators must comply with recordkeeping, monitoring and reporting requirements including control device parameter monitoring, conduct performance tests and submittal of initial and periodic reports such as semiannual compliance reports and an operation, maintenance and monitoring plan.

The changes in the labor hours or cost in this ICR compared to the previous ICR are due to adjustments resulting from the rule becoming effective this year. We have assumed that since the effective date of the rule passed, sources are already in compliance with the initial requirements of the rule; and have commenced to conduct periodic scrap inspections and submit periodic reports. This will result in more labor hours to implement the rule required activities and submit reports, as well as an increased cost for operation and maintenance of continuous monitoring equipment.
