The change in burden is caused by re-estimation not by program changes. I have revised. In the future, check that the burden data is in the proper column. Also, the subfunction for the line of business was not included and again I have added. Include this information in the future. In the future, continued inaccurate burden data or omission of needed data will require modifying the submission or, if that is not done, resubmission.

The number of operators has increased from 66 to 71. The number of hours to prepare the paperwork has been decreased from 830 to 810. The decrease estimate is from realized process efficiency for operators completing repeated annual reports. The two changes result in a total of 57,510 hours - 2,730 more hours than the original estimate.
