B. Collections of Information Employing Statistical Methods
1. Universe and Respondent Selection
The housing units selected for this study reside in mailout/mailback areas of the country since there are no field operations in this study. We plan to achieve an estimate response rate. The universe includes housing units from Census 2000 that are in tracts where at least 9 percent of the households have at least one adult (age 18 or over) that speaks Spanish and speaks English “not well” or “not at all.” [hereon referred to as Spanish Limited English Proficiency (LEP)].
Sample Size
30,000 housing units, 10,000 for each of the three panel.
Stratification
Within our target universe, we have two strata. One stratum contains housing units in tracts with the Highest Spanish LEP Concentration (greater than or equal to 30 percent Spanish LEP). The second stratum contains housing units in tracts with a Medium Spanish LEP Concentration (less than 30 percent, but greater than 9 percent). The sample in each panel will be equally allocated by each stratum, to facilitate comparisons across strata.
Response Rate
We will compute response rates for each panel as the number of completed returns divided by the mailout sample size (less forms returned as undeliverable as addressed).

Multiple mailings -- advance letter, initial questionnaire package, reminder postcard, and replacement questionnaire package
4. Testing of Procedures
There will be no advance test for the 2007 CBiFS other than the cognitive tests currently being conducted, however, the 2007 CBiFS is built on previous censuses and testing, including the 2000 AQE, the 2003 National Census Test, the 2004 Census Test, and the 2005 NCT. The advance letter, the questionnaires, and reminder postcard are very similar to those used in previous census tests.
