JUSTIFICATION


  1. Need and Use for Information Collection. Under the DoDEA Community Strategic Plan, individual schools have a need to do a one-time data collection from students(s) and parent(s)/guardian(s) to identify school-related issues to be addressed through the school improvement process. Detailed descriptions for these Curriculum and School Operational data collections are found under “Uses of the Information” of the Supporting Statement submitted for the generic clearance approved under OMB Control Number 0704-0437.


  1. Use for Information Collection. Information gathered via these voluntary data collections will provide individual schools information to (1) determine student and parent/guardian perceptions of school processes; (2) provide early detection of school problems; and (3) focus attention on areas that will improve the quality of education. Schools do not have existing data to meet this need.


  1. Information Technology. The surveys will be provided electronically or in paper form.


  1. Respondents, Response Rate, and Burden Hours. Respondents are students and parents/guardians of students enrolled in DoDEA schools. The total of respondents is estimated to be 142,320, those not covered under Title 10 USC 1782 represent approximately 4.8% (n=6,800). This data collection will be conducted one-time only.

5. Labor Costs to Respondents. Based on the total of respondents, the response cost is estimated to be. $17,837.53 [(3,400 students $5.15) + (1,700 parents $20.66)+(1,700 parents $32.00).


6. Sample, sample plan, and response rate. Based on an expected response rate of 80% for students and sponsors, the total number of respondents is estimated to be 6,800 (3,400 students and 3,400 sponsors). Statistical methodology for selection of a sampling plan does not apply as the survey administrations would be a census of the DoDEA sponsors and students.


7. Data tabulation. The surveys will be provided electronically or on a paper form. The School Improvement Chair (SIP) at each school will collect, manage, tabulate, and analyze the data manually, or using Microsoft Excel, Microsoft Access, or other available software.


8. Analytic Considerations. Individual schools will collect and analyze their own data. These analyses will be limited to aggregate descriptive statistics such as number and percentage of responses. No demographic information allowing for the disaggregation and identification of individuals will be collected.
