FACTOR 1. TRAINING/EDUCATION.
a. Technical knowledge. The originator of the position announcement will identify a maximum of
four facilities/systems associated with the position. These facilities/systems will be included in the
position announcement. Points will be awarded as follows for the successful completion of certification
theory of operations requirements by either the appropriate certification examination or FAA Academy
training as identified in the latest edition of Airway Facilities Maintenance Personnel Certification
Program Handbook, Order 3400.3. Point values are based on the number of facilities/systems directly
associated with the position.
Example: If the announcement identifies one facility/system associated with the position and the
applicant has satisfied concept requirements for that facility/system, the applicant will be awarded 18
points. If three facilities/systems are identified and the applicant has satisfied concept requirements for
only two of the facilities/systems, the applicant will be awarded 12 points.
List the facilities/systems identified in the announcement for which you have met the concept
requirements.

e. College/University Education. Listing of college or technical institute courses must be submitted
with bid. To receive full point credit, 25 percent of semester hours must involve engineering, physical
sciences, technology, or mathematics; otherwise, one-half credit is allowed. One year of full-time
undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or
university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a
technical school. Assign points in only one option below:

FACTOR 2. EXPERIENCE. The career specialties are Automation, Communications, Navaids, and
Radar. It is possible to have three different career specialties identified in the position announcement;
e.g., VOR (Navaids), RCAG (Communications), and RMLR (Radar). Credit for experience may be
awarded in one of two categories - ELECTRONICS CERTIFICATION which is a measure of experience
for AFS PERSONNEL or SUBSTITUTE FOR CERTIFICATION which covers INSTALLATION
TECHNICIANS, ENGINEERS, ACADEMY INSTRUCTORS, ETC.
a. Base Points
(1) Electronics Certification. Base points shall be awarded for prior or current certification of
any system in thesame career field as those systems identified in the announcement; i.e., Radar,
Communication, Visual Navaids, Automation, and Navaids.
(2) Substitute for Certification. In cases where candidates are in positions not requiring
certification credentials; e.g., installation technicians, engineers, and Academy instructors, credit shall be
awarded for candidates with at least 1 year of FAA experience within the past 5 years in direct
installation, engineering, or instructor on any system in the identified career specialties.
EXAMPLE
An announcement identifies the following facilities/systems: Radar - ARSR, Radar - ATCRB, Automation
- CD, Communications - RCAG.
