Carriers that receive numbering
resources from the North American Numbering Plan (NANP)
Administrator or that receive numbering resources from the Pooling
Administrator in thousand- blocks must report forecast and
utilization data semi-annually. These carriers are also required to
maintain detailed internal records of their number usage. Carriers
must file applications for initial and growth numbering resources.
The information will be used by the FCC, state regulatory
commissions, and the NANP Administrator to monitor numbering
resource utilization and to project the date of area cost and NANP
exhaust.

The Commission is revising this
collection because we eliminated the cost support data which was a
one-time reporting requirement. The Commission is reporting a
-48,520 burden hour reduction (program change). The Commission is
also reporting a -$4,396,200 cost adjustment because the estimated
costs for year four of the contract averages out to less costs for
wages over time (see paragraph 13 of the supporting statement for
the cost methodology.)
