Justification for additional change to instructions and burden for
NOAA Form 88-195
To further comply with the Magnuson-Stevens Reauthorization Act of 2006, and the
financial disclosure regulations at 50 C.F.R. 600.235, individuals appointed by a Council
as a member of a Scientific and Statistical Committee (SSC) are now required to disclose
their financial interests, with the information to be kept on file with the Secretary of
Commerce as well as available on Council website, as is the information filed by Council
members. Those appointed by the Councils to the SSCs shall be Federal or State
employees, academicians, or independent experts and shall have strong technical or
scientific credentials or experience.
