JUSTIFICATION FOR CHANGE

The United States Army Corps of Engineers is adding six new nationwide permits that will increase the number of permittees who are required to submit a pre-construction notification. The content of the pre-construction notification and the process for submission will not change; however, the paperwork burden will increase because of the increased number of pre-construction notifications submitted. In addition, for existing aquaculture activities using nationwide permit 48, a short report indicating basic information about the existing shellfish production operation will be filed where a pre-construction notification is not required. The information provided on the short report is a subset of what would normally be required for a pre-construction notification, so there is no new information being collected. A sample report is attached.
